This means as soon as Target of the spell enters combat, that spell will be cast. How do you enter combat before pulling the mob? That's easy! Target yourself on the tank, and turn on attack. You 'enter combat'. You should see your priets 'pre-buffing'.

The most common uses are, before a fight, you can hit 'Hold up', and everyone stops following your tank. This way your toons all stay in one spot.
